Malta
Overview
Opening a bank account in Malta is possible for foreigners, but Maltese banks are among the most cautious in Europe about clients without a local link. A Malta bank account opening is an application, not a purchase: the bank runs its own anti-money-laundering checks and can decline without giving every reason. We prepare the pack the bank asks for and stay on the application until the bank opens the account or declines it.
Residence and the "Malta link"
The large retail banks generally want to see why you need a Maltese account. HSBC Malta's checklist, for example, asks non-EU applicants for a Maltese residence permit and asks applicants to show a connection to Malta, such as a work contract, a rental or property agreement, or a letter of acceptance from a place of study. EU citizens, residents, and people moving to Malta therefore find it much easier to open an account than people who live elsewhere with no local ties.
If you are not resident, expect a smaller choice of banks, closer questions about the purpose of the account, and a longer review.
Documents banks commonly ask for
- A valid passport, and for EU citizens often a national ID card
- Proof of residential address, such as a recent utility bill or bank statement
- Your tax residence and tax identification numbers, including a Maltese tax number if you have one
- Proof of income, such as pay slips, a work contract, or business financials
- A reference letter from your current bank, or at some banks an employer reference
- Evidence of your link to Malta, such as a residence permit, rental agreement, or work contract
- An explanation of your source of funds and source of wealth for larger balances
Copies that the bank has not seen in original form generally need to be certified, and documents not in English or Maltese may need a certified translation.
Your rights as a customer
The Malta Financial Services Authority's guide to opening a bank account sets out what to expect from a bank and how to raise a complaint. EU rules also give consumers who are legally resident in the EU a right to a payment account with basic features; a bank can still decline on anti-money-laundering grounds.
Company accounts
A company account needs the memorandum and articles of association, a recent extract from the Malta Business Registry, the register of beneficial owners, a board resolution, and identification and references for every director, signatory, and beneficial owner. Banks also ask for a business plan or contracts showing the company's activity, and they look closely at companies whose operations or owners are outside Malta. See our company incorporation service in Malta if the company does not exist yet.
Why applications get delayed or refused
- No residence permit or other link to Malta
- A purpose for the account that is vague
- Source of wealth that is not documented for larger balances
- Missing tax identification numbers or tax-residence forms
- Uncertified copies or untranslated documents
Most of these are fixed before submission. That is the main reason to prepare the pack before the bank sees it.
Related to your application
A local account is often opened alongside other paperwork. If you hold or are applying for Malta citizenship programme, the bank can ask for your certificate of registration or passport as part of its checks. You can browse every Malta service, including company incorporation, passport renewal, and the police clearance certificate.
What's included
- A check of which bank in Malta will consider your nationality, residence, and planned use of the account

Process
- Brief. Tell us who the account is for (you, your family, or your company), where you live, the currencies you need, and what the account will be used for.
- Bank match. We identify a bank in Malta that accepts your profile and confirm its document list, whether it needs a visit, and its opening deposit and fees. You then receive our quote.
- Document pack. You send scans; we check them, arrange notarised copies, references, or translations if needed, and fill in the bank's forms with you.
- Submission. The signed forms and certified documents go to the bank, by courier where originals are required.
- Compliance review. The bank runs its due-diligence checks and may ask follow-up questions about your income, assets, or planned transactions. We help you answer them.
- Account opened. The bank confirms the account number and you fund the opening deposit. Cards and online-banking access follow on the bank's own timeline.
- After opening. Keep your details up to date: banks ask account holders to refresh identification and address documents from time to time.
Fees
Price on request
You receive a quote before any filing starts. It separates the CitizenX fee from the bank's opening deposit and charges, notarisation, apostille, translation, and courier costs. Those extras are added only when they apply, and only after you approve them.
Minimum opening deposits and monthly fees are set by each bank and differ by account type, so we confirm them with the chosen bank before you apply.
Government and third-party charges are confirmed in the quote when they apply.
Questions
It is possible but harder than for residents. Banks usually want a link to Malta, such as a residence permit, work contract, rental agreement, or study place, and non-EU applicants are often asked for a residence permit.
Usually a passport, proof of address, tax identification numbers, proof of income, a bank or employer reference, and evidence of your link to Malta. Larger balances also need source-of-wealth papers.
EU rules give consumers legally resident in the EU a right to a basic payment account. A bank can still decline on anti-money-laundering grounds.
No. The bank makes the decision under its anti-money-laundering rules and can decline without giving every reason. We prepare the file it asks for and tell you quickly if it wants more.
Usually yes, with a larger file: certified incorporation documents, the registers of shareholders and directors, a certificate of good standing for older companies, a board resolution, and identification and references for every director, signatory, and beneficial owner. If the company does not exist yet, see our company incorporation service in Malta.
You approve the quote before the application goes to the bank.
